The Public Works Department is responsible for providing quality public services in a timely, professional, efficient, and responsive manner with regards to the repair and maintenance of the city streets and drainage infrastructure, the city fleet of motor vehicles and equipment, collection and disposal of municipal solid waste, planning and directing public and private infrastructure improvements in the City and its utility service areas, providing a well-planned, designed, and maintained transportation network, and ensuring safe and reliable public transit services.
The City of Shelby is a full service utility community. The Shelby utilities system is a municipally owned and operated public utility system which provides our residential, commercial and industrial customers with: Water, Sewer, Electric and Natural Gas. In addition to the four utilities, the offices for the Stormwater Department and GIS (Geographic Information Systems) Department are located at the Utilities Operations Center.

For over 60 years York County Natural Gas Authority (YCNGA) has provided residential, commercial and industrial gas service throughout York County, South Carolina. In April of 2010, YCNGA added the Town of Blacksburg.
